You can do business with a Chemical engineering degree, but you can't do chemical engineering with a business degree. You can always take a part time business degree in future if you want. Doing a private chemical engineering degree in future is much more difficult.
In any case, the incidences of graduates working in an industry different from their degrees are quite high. Not just limited to chemical engineers.
