If you can't even afford a 2 way plane ticket, how are you going to afford the school fees and living expenses for HKU?

We can use scholarships to pay for the school fees and living expenses for HKU. However as far as I know scholarships don't pay for travel expenses for interviews. It is also likely that the application for the scholarship and uni happens concurrently, which means you can't be sure you will get them.

Well, I concede that if I can't get a scholarship and I can't afford the expenses at HKU on my own there probably is no point flying over for an interview. However my point is, it is still in no way insincerity on the part of the applicant.

If you have credentials (grades/CCA whatever) that are good enough for a scholarship, just take the initiative and ask the school to (1) pay for the travel expenses (2) conduct a phone/skype interview.

If you don't have good enough credentials, they probably won't do (1) or (2) - clearly not interested in you. If you have good credentials but don't know how to take the initiative to ask, then you're just book-smart and not street-smart and not worth a place at HKU.
